The Komintern tractor was developed at the Kharkov Steam Engine Plant (abbreviated PKZ) in Kharkov for the needs of the Red Army, which in the early 1930s sought to acquire a new artillery tractor for its new guns and howitzers, to put it into operation and plan its introduction. The first tractor prototypes proved unsuccessful, and during testing they underwent extensive modifications—including a new engine with twice the maximum power and a completely new suspension. Finally, a vehicle was created with performance and characteristics acceptable to the Red Army. Overall, the tractor was highly rated during its service, thanks to its high traction, resistance to weather conditions, and good maximum speed. The main drawbacks were very high fuel consumption and low maneuverability in off-road conditions. In the Red Army, Comintern tractors were used for towing, among other things: AA guns, W-Z model 31 caliber 76 mm, M-30 howitzers caliber 122 mm, or B-4 howitzers caliber 203 mm.
